IT Strategy Committee

At the core of aligning IT investments with the strategic goals of the CSU System, the IT Strategy Committee (ITSC) bridges technology and strategy. Composed of leaders from diverse CSU System areas, this committee facilitates collaborative decision-making, enhances IT service delivery, and ensures a balance between operational efficiency and technological innovation.

Charter

Overview and Responsibilities

The IT Strategy Committee (ITSC), composed of leaders from across the CSU System, is responsible for aligning IT investments with the system’s strategic goals and optimizing resource utilization.

Responsibilities of this committee include:

  • Utilize the governance structure to guide a cohesive IT
  • Foster greater transparency in IT decision making and further collaborative efforts between central and distributed IT units and staff.
  • Identify opportunities to strengthen and enhance IT services in domain-specific areas, e.g., Student Success and Instruction, Research, Administrative Systems, etc.
  • Make recommendations to the Executive IT Committee on priorities for funding large-scale projects with a broad-based impact that may include replacing business-critical systems, the launch of new services, and related strategic initiatives.
  • Ensure a balanced approach between operational efficiencies and the exploration of emerging technologies.

The ITSC reviews all requests brought forward by the Demand Management Groups for consideration and makes decisions as authorized, while keeping the Executive IT Committee informed.

Deliverables

  • Review and direct requests brought forward by the Demand Management Groups
    • ITSC has the authority to approve expenditures not to exceed $50K per project/request, with appropriate AVP and Business Manager approvals.
    • ITSC will provide recommendations to the IT Executive Committee when expenditures are above the $50k threshold.
  • Provide recommendations on risk, practice/policy, ethics, and security considerations to the Demand Management Groups.
  • Engage the Demand Management Groups in leading efforts that identify opportunities to improve existing services and technologies.
  • Facilitate requests for presentations and reports from key stakeholders and governance groups on matters of IT strategy, operations, technical architecture, policy, and related
  • Review and update the University’s IT Strategic Plan, which includes engaging the Demand Management Groups to reassess strategic areas of focus at the system

Membership

The co-chairs of the ITSC collaborate closely with the Demand Management Groups and Executive IT Committee to ensure inclusive and timely decision-making regarding IT investments and strategic priorities. Responsibilities include:

  • Develop agendas, share relevant documents, coordinate with guest speakers, provide meeting minutes, and update the Executive IT Committee on decisions and areas requiring further guidance or approval. Lead communications to promote awareness about CSU system investments to advance IT at both the campus and system levels.
  • Ensure ITSC involvement in campus IT policy
  • Utilize the governance structure to foster greater communication and collaboration between central and distributed IT units.
